    Research Authorities

    • The BSF expects that the institution’s research authority will manage the grant according to the guidelines and regulations of the BSF.
    • Each grant should be handled as a separate accounting unit.
    • The Research Authority is responsible for the submission of annual and final science and fiscal reports.
    • The BSF holds the Research Authority responsible for the accuracy of the financial reports and compliance of the expenditures with the guidelines of the BSF. In particular, the Research Authority is required to approve only those travel and other expenses that are allowed by the BSF.

     

     

    The Research Authorities should keep all relevant documentation of research expenses for a period of seven years from completion of the grant. This material should be archived in such a way that it will be easily retrieved for auditing.

    All grants by the BSF (including in the NSF-BSF programs) are awarded to the grantees’ institutions and not to the principal investigators themselves. The grantee’s institution is the accredited non-profit research organization with primary responsibility for the administrative aspects of the grant. The principal investigators are responsible for supervision of the scientific aspects of the research. In the event that the principal investigator is granted support for the same, or a related project from other sources, the BSF should be notified immediately. However, In a BSF Research Grant, because the grant is small, additional support is allowed and usually encouraged.

    Before initiation of a project, a contract will be drawn up between the BSF and the grantee’s institution, defining the obligations and rights of both sides.

    In all programs, a single contract will be signed, covering the entire grant period. However, continuation of the grant is made annually, and is conditional on submission and approval of science and fiscal reports, as well as on the availability of funds.

    All research projects supported by the BSF must fully comply, when applicable, with the Helsinki Committee standards and/or all rules, regulations, and ethical codes that have been enacted by the governments and/or authorized authorities in the United States and Israel. It is the primary responsibility of the researchers and the research authorities to assure compliance with restrictions in Israel and the United States and to obtain all of the necessary permits prior to implementation of a BSF grant. The BSF will not be held responsible or legally liable in the event of non-compliance and/or negligence and/or any kind of violation of such regulations.

    All BSF contracts have specific articles detailing the rights and obligations of the grantee institution, as well as the BSF and the US and Israeli governments, regarding findings and patents related to the grant. The grantee and his/her institution must make sure that they carefully read and consider these contract obligations.
